Exodus 12:43-46,48
strangers cannot partake in the ordinance of the passover, but if they are converted, they may. I believe that in this case, that circumcision symbolizes that they have joined the church. "And the Lord said unto Moses and Aaron, This is the ordinance of the passover: There shall no bstranger eat thereof: But every man's servant that is bought for money, when thou hast circumcised him, then shall he eat thereof. A foreigner and an hired servant shall not eat thereof.", "And when a stranger shall sojourn with thee, and will keep the passover to the Lord, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof."

a holy nation has a ruler chosen of God "Thou shalt in any wise set him king over thee, whom the Lord thy God shall choose: one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother."
Ezekiel 44:6
No stranger, uncircumcised in heart, nor uncircumcised in flesh, shall enter into my sanctuary, of any stranger that is among the children of Israel.
